Lagos Takes $50bn Climate Investment Opportunity to COP31 in Antalya

Lagos, Nigeria — The Lagos State Government is taking an estimated US$25–50 billion climate investment opportunity, spanning more than 300 potential projects, to COP31 in Antalya, Türkiye, as Africa’s largest city turns its climate plans into a pitch for global capital.

The figure is the estimated value of the investment opportunity — the pipeline of proposed projects — not funding already secured. The projects are at different stages, and the state’s work now is to prepare them so investors can finance them.

What Lagos is taking to Antalya

Lagos will present its climate investment programme during COP31, which runs from 9 to 20 November 2026, with the state’s delegation active from 9 to 13 November. The programme is led by the Office of Climate Change and Circular Economy, and a key highlight is the Lagos Climate Investment Day and Cocktail Reception on 13 November, bringing together government representatives, investors, financial institutions and development partners.

The pipeline covers clean energy and solarisation, sustainable transport, water resources, flood mitigation, coastal protection, waste management, agriculture and green enterprise.

Five platforms, one framework

The offer is organised through the state’s State-Determined Contributions Framework, which unites climate priorities across ministries into a single investment platform. It has five pillars:

  • Clean energy and clean cooking
  • Blue economy, water and climate resilience
  • Circular economy and industrial decarbonisation
  • Climate-smart infrastructure and urban transition
  • Climate innovation, food systems and green enterprise

“The US$25–50 billion represents project opportunity across more than 300 potential projects,” said Titilayo Oshodi, Special Adviser to the Governor on Climate Change and Circular Economy, in an interview with BusinessDay. “Lagos is presenting its climate priorities through coordinated investment architecture so investors see bankable solutions rather than just municipal challenges.”

De-risking the money

To turn opportunity into funded projects, Lagos launched the Climate Defence and Catalytic Fund in July 2026, which aims to mobilise up to US$3 billion a year to de-risk investment in low-carbon, resilient infrastructure. The state’s Climate Finance Preparedness Clinic has already brought together more than 140 financial institutions.

Nigerian banks and businesses are part of the pitch: Sterling Bank, Keystone Bank and Stanbic IBTC Bank bring local-currency project finance expertise, while companies such as Sun King, RF Garden and House of Tempos bring commercial models in distributed clean energy, sustainable agriculture and enterprise innovation. Lagos says it wants to become Africa’s first Climate Investment Jurisdiction — a place where regulation, policy coordination and capital deployment align.

Climate action that reaches people

The state says the test of the agenda is what it delivers for residents. Clean cookstoves have already been distributed in Makoko as a first step towards an ambition of eight million units across the state, connecting the clean-energy transition to everyday household life.

“Lagos is demonstrating that climate action can be a powerful driver of economic transformation,” Governor Babajide Sanwo-Olu said. Oshodi added that the ultimate test is whether the agenda “makes Lagos safer, healthier, more productive, and full of economic opportunity for its people.”

Lagos built the framework through engagements at London Climate Action Week in June and around the United Nations General Assembly and Climate Week NYC in September, where the state says institutional investors showed strong interest in well-prepared African city projects.
